      Abstract

      The advantage of public services must be tasted by citizens, especially in the decentralization era. The changing of centralization paradigm to decentralization can easily make the success for the government to do the functions of local government. One of thet functions create the good public services. The citizens hope to government can do public services based on responsibility, accountable, and low cost economy, But actually, the reality shows that the government policy is not relevant with public want. The implementation of public service do not running well. Bureucreation pathologies still appear in every governance process, such as corruption, nepotism, unstadarization service and high cost economy. This article will describle how the government must doto the public service reform models.
